Building such an experience inside the browser — without breaking user habits or compromising reliability — is an enormous technical challenge.

The challenge

Government documents aren’t like typical text files.

They have strict structure, fixed section order, and multi-department review workflows. Each section may be reviewed and approved by different stakeholders — and all of it must integrate seamlessly with Microsoft Word, where most public employees still work.

Flexum built a custom AI assistant that suggests content directly within the editor.
Users can preview suggestions inline, as if they were already part of the document — yet the content remains private until explicitly accepted.
This design keeps AI helpful but non-intrusive, respecting user control and collaboration boundaries.

Accessibility and compliance

A real-time accessibility checker was developed, scanning content for visual and structural issues, surfacing warnings inline, and helping authors meet compliance requirements without leaving the editor.

Export and layout consistency

The team enhanced Word and PDF export pipelines, ensuring complete fidelity for headers, footers, tables, and signature blocks — even across multi-root, paginated documents

Typography and formatting controls

Flexum added fine-grained control over font selection, line and paragraph spacing, and layout rules — ensuring consistent appearance across all document stages, from authoring to export.

Foundation for scale and maintainability

All new functionality was delivered within a dedicated plugin monorepository, fully covered by unit and end-to-end tests — ensuring long-term reliability and easy extension.
